Somaliland declared independence from Somalia in 1991 but remains unrecognized by any UN member state, making its currency a legal oddity — valid domestically, worthless internationally, and invisible to most monetary databases. The Taurus series was issued partly to assert the practical functions of a functioning state: tax collection, wage payment, and market commerce all required a coin supply that Somali shillings, increasingly worthless and counterfeit-ridden, could no longer reliably provide.

The "Full leaves" designation distinguishes this die variety from issues where leaf detail in the design is partially incomplete — a known production inconsistency across the Taurus bimetallic series.
