Somalia had no functioning central government in 2000 — the state had collapsed in 1991 with the fall of Siad Barre — yet coins continued to be produced and issued under the Somali name by outside minting interests, almost certainly without any meaningful governmental authorization. These pieces circulated alongside a chaotic mix of old shilling notes and regional scrip in a country that had effectively fragmented into warlord territories and breakaway republics.
