Somaliland declared independence from Somalia in 1991 but remains unrecognized by any UN member state, making its coinage a curiosity of international law — legal tender within a territory that most governments officially pretend doesn't exist. The Bank of Somaliland has nonetheless issued coins with pragmatic regularity, partly to assert institutional normalcy and partly because the Somali shilling, which technically still circulates in the south, had become functionally worthless through decades of civil conflict.
The "Empty leaves" designation refers to a die variety distinguished by unfilled decorative elements — a minor but catalogued distinction within this bimetallic series.
