Somaliland declared independence from Somalia in 1991 but has never received formal recognition from any United Nations member state. Its currency, the Somaliland shilling, exists in a kind of monetary limbo — issued by a functioning central bank, accepted domestically, yet unacknowledged internationally. This 2012 issue belongs to a series featuring the Chinese Lunar Calendar, an unusual choice for a predominantly Muslim Horn of Africa territory, almost certainly driven by export appeal to the collector market rather than domestic circulation intent.

The "empty leaves" designation distinguishes this from the standard struck version — a blank or incomplete die state rather than a design variant.
