Baanka Somaliland — not to be confused with the Somali National Bank or the Central Bank of Somalia — began issuing its own currency following Somaliland's unilateral declaration of independence in 1991, a political status still unrecognized by any UN member state. These early notes were produced while the region was rebuilding basic administrative infrastructure after the civil war's destruction of Hargeisa, and the printing arrangements for this series remain poorly documented in the specialist literature.
The shilling replaced the Somali shilling locally at par, a largely symbolic act given how thoroughly the old currency had collapsed.
