The Bank of Rhodesia and Nyasaland existed only as long as the Central African Federation itself — a British-imposed political union of Northern Rhodesia, Southern Rhodesia, and Nyasaland that collapsed under the weight of African nationalist opposition and British decolonization pressure. This note's date range tells that story neatly: Grafftey-Smith signed across nearly five years of relative stability, while Richards inherited the governorship in December 1960 and signed a concentrated burst of dates across just five weeks before the federation's currency arrangements began winding down toward dissolution in 1963.
The clustering of Richards signatures in January 1961 almost certainly reflects an accelerated issuance schedule as political uncertainty mounted.
