Western Samoa came under New Zealand administration following the League of Nations mandate of 1920, and the Treasury notes issued under that arrangement occupied an awkward institutional position — technically local instruments, but underwritten by New Zealand's financial guarantees. Bradbury Wilkinson handled the printing throughout the series, as they did for a considerable portion of New Zealand's colonial dependencies during this period.

The 37-year date span on Pick 7 reflects multiple printings with no design change rather than continuous uninterrupted stock — a common enough practice for low-volume island territories where demand never justified a redesign.
