Somalia declared a republic on July 1, 1960, at independence from Italian and British administration — though by 1969 Siad Barre's military coup had fundamentally altered what that republic meant in practice. This 1979 issue marks nineteen years after independence but denominates the occasion as the tenth anniversary of the revolutionary government that seized power in October 1969, a distinction that matters considerably.
