Somalia's shilin replaced the Somali shilling at par in 1962, but by the early 1980s the currency was under serious strain — state finances were badly damaged by the 1977–78 Ogaden War with Ethiopia, and the economy never fully recovered. The Central Bank was by this period operating under significant political constraints imposed by Siad Barre's government, with note issuance decisions tied closely to military and patronage expenditure rather than monetary policy in any conventional sense.

Thomas De La Rue's involvement gave the series a degree of technical consistency the bank could not have managed domestically. The watermark remains the only security feature on these notes — modest protection for a denomination that was rapidly losing purchasing power across the issue period.
