Somalia's 1980 note series came out during the Siad Barre government's awkward pivot away from Soviet alignment toward the United States — a shift accelerated by the costly Ogaden War defeat of 1978, which gutted both the military and the national finances. Thomas De La Rue had handled Somali printing from the earliest post-independence issues, and their involvement here reflects the continued Western tilt in official procurement even as the domestic economy was under serious strain.

P#26 is a short-lived type within the series; later shilin issues from the mid-1980s onward show increasingly compromised print quality as the state collapsed toward civil war.
