Issued in 1904 specifically to finance military expenditure during the Russo-Japanese War, this was among the first Japanese military scrip produced for domestic wartime use rather than for occupied territories. The Imperial Government Printing Bureau produced it under considerable pressure — Japan was simultaneously funding a land war in Manchuria and a naval campaign that would culminate at Tsushima the following year, straining the treasury in ways that conventional banking instruments could not address quickly enough.
The M-series designation reflects its classification as military currency, distinct from the Bank of Japan's civil note issues running concurrently.
