By 1964, Indonesian sen denominations had become almost purely notional — inflation had eroded their practical value to near nothing, and the rupiah itself was in freefall under Sukarno's increasingly chaotic economic management. This note belongs to a series that was obsolete almost from the moment of issue, printed largely to satisfy the technical requirement of having small-denomination instruments in circulation rather than any genuine transactional need.

Percetakan Kebayoran was the government's own printing facility, brought into service in 1952 partly to reduce dependence on foreign printers — a politically significant move during a period of aggressive nation-building. The watermark is the sole security concession on a note of this value.
