Issued as part of the United Nations Food and Agriculture Organization coin program, which ran through the 1970s and enlisted central banks worldwide to mint circulating commemoratives promoting agricultural development. Indonesia's participation reflected the Suharto government's heavy investment in rice self-sufficiency — the BIMAS program, launched in the late 1960s, was pushing Green Revolution technology into Javanese paddies with American and World Bank backing.
Indonesia would achieve rice self-sufficiency by 1984, a milestone Suharto publicly celebrated. This coin predates that achievement by over a decade.
