Vavuniya sits at the northern edge of Sri Lanka's government-controlled territory during the civil war decades, functioning as the primary transit point — and often a flashpoint — between the Sinhalese south and the LTTE-held north. The 2013 date is significant: the war ended in May 2009, and this provincial series, issued to mark Sri Lanka's administrative districts, carried an unmistakable political charge in the northeast, where reconstruction and resettlement were still actively contested.
