National Savings Certificates occupy an odd space in Indian fiscal history — technically debt instruments rather than currency, yet cataloged alongside banknotes due to their bearer nature and physical similarity to circulating paper. The First Issue series of 1965 was part of a broader post-independence mobilization of small domestic savings, targeting rural and semi-urban depositors who had limited access to formal banking infrastructure.
The India Security Press at Nasik Road had been handling sensitive government printing since 1928 and was well-suited to this work. These certificates are considerably more perishable in practice than banknotes — redeemed examples were typically destroyed by issuing post offices, which makes intact unclaimed specimens genuinely uncommon.
