Nepal's shift to polymer for this denomination was part of a broader experiment in durability — the country's humid monsoon seasons and high-volume small-denomination circulation had long accelerated paper note deterioration. Note Printing Australia, which had pioneered the Guardian substrate technology, supplied the substrate and handled printing in Melbourne.

Gyanendra's reign was already politically precarious by 2005; he dissolved parliament in February of that year and assumed direct rule, meaning this note entered circulation under a constitutional crisis. It would be among the last Nepali issues to bear a royal portrait before the 2008 abolition of the monarchy.
