Wartime austerity printing. The Government of Seychelles — rather than a central bank — remained the direct issuing authority throughout this period, a colonial administrative arrangement that persisted well into the postwar decades. De La Rue's London presses produced these notes even as the city was absorbing Luftwaffe bombing campaigns; production continuity for colonial currency was treated as an operational priority by the British authorities.

B. Morgans served as Governor during a period when the islands functioned as a minor Indian Ocean staging point. Pick 9 is among the scarcer wartime Seychelles issues — low print runs and tropical storage conditions have taken their toll on surviving stock.
