The P#21 series was produced by Waterlow & Sons at a moment when Mauritius — still operating under a currency framework inherited from the colonial rupee system — had no local printing capacity whatsoever. All notes of this period were ordered in bulk from London, shipped out, and held in reserve by the colonial treasury until needed. The interval between printing and actual issue could stretch to years.

Waterlow's work on colonial government issues of this period is generally well-regarded technically, though the single watermark security was already considered minimal by contemporary standards. Surviving 1930-dated examples are scarce in circulated grades above Fine.
