| Obverse description | The State Emblem of India — the Lion Capital of Ashoka depicting three lions passant on an abacus adorned with the Dharma Chakra — is prominently displayed in the upper central field. The motto 'Satyameva Jayate' (Truth Alone Triumphs) is inscribed in Devanagari script beneath the emblem. The Commonwealth Parliamentary Conference was held in New Delhi in 1991, bringing together parliamentarians from across the Commonwealth at a moment when India's economy was weeks away from a balance-of-payments crisis so acute that the government airlifted gold reserves to the Bank of England as collateral.
