The Commonwealth Parliamentary Conference was held in New Delhi in 1991, bringing together parliamentarians from across the Commonwealth at a moment when India's economy was weeks away from a balance-of-payments crisis so acute that the government airlifted gold reserves to the Bank of England as collateral.
