National Savings Certificates occupied an odd bureaucratic space in India's financial architecture — technically securities rather than currency, yet physically resembling banknotes closely enough to attract collector interest. The Second Issue of this 7-Year series was part of the government's push to mobilize small domestic savings through post offices, offering a fixed return at maturity rather than floating interest, which made them accessible to rural depositors with no banking relationship.
India Security Press at Nashik handled the full production run, as it did for most government securities of this period. The 7-year lock-in was a deliberate policy instrument during a decade of tight foreign exchange reserves.
