The 7-Year National Savings Certificates were not currency in any conventional sense — they were bearer savings instruments issued through post offices, redeemable at face value plus accumulated interest after the stated term. The Fifth Issue designates a specific tranche within a numbered series, each governed by its own gazette notification setting the interest rate and redemption terms applicable at time of purchase.
By 1973, the India Security Press at Nasik Road had consolidated virtually all sensitive government document printing, following concerns about the vulnerability of contracted private presses during the 1971 war period.
