National Savings Certificates occupy an odd corner of Indian fiscal history — technically securities rather than currency, yet printed at Nasik Road by the same press responsible for the Republic's banknotes. The Fifth Issue of this series was part of a long-running small-savings mobilization program that successive Indian governments used to draw rural and low-income depositors into formal financial instruments, particularly after the nationalisation of major banks in 1969 sharpened the push toward mass participation in state-directed savings schemes.
The seven-year lock-in period on this issue was a deliberate policy choice, designed to fund medium-term development expenditure without the liquidity pressures of shorter instruments. India Security Press, Nasik Road handled the entire production run.
