P#35 was issued under Governor Indurduth Ramphul, who had steered Mauritius through the IMF structural adjustment program of the early 1980s — a period that forced significant austerity and a sharp devaluation of the rupee. The note circulated during the island's difficult transition toward export-led growth, well before the tourism and textile booms reshaped the economy later in the decade.

De La Rue's watermark security on this series is relatively minimal by the firm's own standards of the period, reflecting the modest security specification contracted for a small-circulation island currency.
