Reverse description The reverse is printed in red and green on a cream ground with an overall wavy-line guilloche underprint. A large central guilloche rosette in red encloses the numeral '10' in black, flanked by two smaller red five-pointed stars each bearing a crossed hammer and scythe. The denomination 'DESMIT RUBĻI' appears in bold black type at the top of the central panel, with the anti-counterfeiting warning text in five lines below the central vignette. The border frame carries the issuer name split across the four sides — 'RIGAS' at left, 'STRĀDNEEKU DEPUTATU' at top, 'PADOMES' at right — with '★ MAIŅAS ZĪME ★' at the foot and the numeral '10' repeated in the four corners.

The Council of Riga Workers' Deputies controlled the Latvian capital for only five months — from January to May 1919 — before being driven out by combined German Freikorps and Latvian national forces. This note was issued during that brief Soviet occupation, making it one of the shortest-lived local currency issues in Baltic history. The issuing authority ceased to exist almost immediately after these notes entered circulation.

Survival rates are uneven. Notes that remained in Riga were frequently discarded or deliberately destroyed after the Soviets withdrew, as association with the occupation carried real political risk.
