Soviet Intourist travelers cheques in rubles occupy an odd corner of Soviet monetary history. Gosbank issued these not for Soviet citizens — who had no legal mechanism to spend them — but for foreign visitors converting hard currency through Intourist, the state travel agency that held a monopoly on inbound tourism. The ruble was non-convertible and could not be taken out of the country, so these cheques functioned as a controlled spending instrument, keeping tourist expenditure within designated Intourist hotels, restaurants, and Beriozka foreign-currency shops.
Unused examples are common; fully countersigned ones, showing actual use by a tourist, are considerably harder to find.
