Vyborg's inclusion in the Bank of Russia's ongoing regional series reflects the city's complicated national identity — Finnish-built, Soviet-captured during the Winter War of 1940, briefly retaken by Finland in 1941, and permanently ceded to the USSR in 1944. The city spent more of the 20th century changing hands than almost any other in Europe.
Brass-plated steel bimetal issues from this series are occasionally found with adhesion failures between the cladding and steel core, a known quality concern with post-2009 Russian circulating commemoratives.
