Vyborg's inclusion in the ongoing Russian Cities series reflects a quietly contested history — the city was Finnish (known as Viipuri) until the Soviet Union seized it during the Winter War of 1940, and again after a brief Finnish reoccupation during the Continuation War. When the USSR annexed it permanently in 1944, most of the Finnish population had already evacuated. The coin was issued sixty-five years after that final transfer, at a moment when Finnish-Russian tensions over the city's identity had not entirely dissolved.
