The Vladivostok Branch of the State Bank operated under the authority of the Provisional Government of the Priamur Region — one of the last White-aligned administrations still functioning in the Russian Far East as Bolshevik forces closed in from the west. By 1920, the monetary situation in the region was catastrophic, with dozens of competing local issues, Siberian obligations, and foreign military scrip all circulating simultaneously. This note was printed locally under those conditions, with limited equipment and no reliable supply chain.
The series is closely associated with the chaotic final phase of White resistance in the Maritime Province, which collapsed entirely by late 1922.
