Novokuznetsk received this issue as part of the Bank of Russia's long-running "Cities of Labour Valor" program, a designation awarded by presidential decree to cities whose wartime industrial output was deemed decisive to the Soviet victory in World War II. Novokuznetsk — then still widely known as Stalinsk — produced steel that went directly into T-34 hulls and artillery during the war, its Kuznetsk Metallurgical Combine operating around the clock through the worst years of the conflict.
The city was officially granted the "City of Labour Valor" title in 2020.
