Camp scrip issued by the GULAG system under the NKVD served a specific administrative function: it allowed the state to maintain a nominal wage structure for prisoners — required under Soviet labor law — while ensuring that any "earnings" could only be spent within the camp commissary. The money was worthless outside the wire.

The Northern Camps directorate administered some of the most brutal timber and mining operations in the Arkhangelsk region. By 1937, the year of the Great Terror's peak, prisoner populations were surging far faster than administrative infrastructure could accommodate, which gives this particular scrip an unusually grim timestamp.

Authentic examples are rare — most were deliberately withdrawn and destroyed at the close of each camp's operation.
