The Chita Branch of the State Bank began issuing locally overprinted notes in 1918 as the Civil War fractured the Russian monetary system into dozens of regional improvisations. Chita, as the administrative center of Transbaikalia, fell within territory contested between Red partisans, Semyonov's Cossack forces, and briefly the Japanese interventionist presence — which gives these overprinted issues an unusually compressed political history for a single denomination.
The "control stamp" designation distinguishes this Type 1 from later Chita overprint variants; the differences between types are subtle enough that misattribution in older collections is common.
