In the early 1990s, the newly independent Belarus faced chronic coin shortages as Soviet-era kopek denominations collapsed in value and minting infrastructure struggled to keep pace with inflation. Several institutions — churches among them — were permitted to issue locally circulating vouchers and scrip to fill the gap. This note was produced under that arrangement, with the Savings Bank of the Republic of Belarus providing nominal financial backing while the Belarusian Orthodox Church of the Moscow Patriarchate served as the issuing authority.
The arrangement was short-lived and geographically limited. Surviving examples are disproportionately scarce given how recently they were issued — most were redeemed or discarded once the acute shortage passed.
