Transnistria declared independence from Moldova in 1990, and this note was issued by a breakaway state that remains unrecognized by any United Nations member. The Transnistrian Republican Bank was established to manage a currency for a territory running on Soviet institutional inertia, and the early ruble series reflects that improvised origin — these were functional instruments for a state that officially did not exist.

The "Printed: 30.04.1945" field almost certainly refers to a serial date code or catalog artifact rather than the literal press date, which would predate the republic by 45 years.
