Arktikugol is the Russian state enterprise that has operated coal mines on Svalbard since 1931, exploiting a Norwegian treaty loophole that grants Soviet — and later Russian — nationals the right to conduct commercial activity on the archipelago. These tokens were issued for use in the company store at Barentsburg, the sole remaining active Russian settlement on Svalbard, functioning as a closed scrip currency in a community that had little practical use for either Norwegian kroner or Russian roubles during the economic chaos following the USSR's collapse.
