The State Bank series of the early 1880s came on the heels of Alexander II's assassination in March 1881 — a period of sharp political reaction under Alexander III that touched everything, including financial administration. The State Bank itself had been reformed in 1860 on Western European models, but these notes still carried the older obligation language tying redemption to specie, even as Russia's ability to maintain convertibility was increasingly strained by war debts from the 1877–78 Russo-Turkish conflict.
Pick A51 is among the less frequently encountered denominations from this transitional series. Specimens surfacing outside Russian institutional collections tend to show heavy fold wear — these circulated hard.
