The State Bank of the Russian Empire issued this 10 Rouble credit note during a period of sustained fiscal pressure following the costly reforms of the 1860s, including the emancipation of the serfs in 1861, which forced the government into chronic deficit financing. These notes circulated alongside — and in direct competition with — metal-backed assignats, and public confidence in paper instruments remained fragile throughout the period.
P#A44 is catalogued with some uncertainty; surviving examples are sparse enough that full attribution of printer and plate series remains contested among specialists. Handle any provenance documentation attached to this note accordingly.
