正面描述 Portrait of Yang di-Pertuan Agong Tuanku Abdul Halim Mu'adzam Shah at right within a guilloche-bordered oval vignette, attired in traditional royal regalia. The denomination 'SEPULUH RINGGIT' is printed in bold red letterpress at centre, with a stylised Rhinoceros Hornbill bird vignette at lower left serving as an additional design motif. The Governor's facsimile signature appears below centre, with the issuer's name and legal tender inscription in Malay across the upper portion against a fine guilloche underprint in red and ochre tones.

The P#21 series was Malaysia's third post-independence definitive issue, and the 10 Ringgit note from this short 1983–84 run was replaced relatively quickly as Bank Negara moved toward updated security specifications. Thomas De La Rue had printed Malaysian currency since independence, making them essentially the default supplier for the country through this period.

Notes from this issue are occasionally found with a pronounced blue security thread shift — not an error per se, but a positioning variance during manufacture that collectors have documented across multiple specimens.
