Oman's 2020 polymer-cotton hybrid series was a careful hedge — the Central Bank wanted the tactile feel of paper that the Gulf public expects, while gaining the durability and counterfeit resistance that full polymer delivers. De La Rue's Safeguard substrate achieves this by laminating a polymer core between paper layers, a construction that complicated the integration of the windowed security thread but allowed the existing watermark technology to be retained without retooling.
