This is the so-called "Dickens tenner," introduced in 1992 under Chief Cashier Kentfield and running through to Lowther's signature series before the Darwinote replaced it in 2000. De La Rue printed the series at their Gateshead facility, not London — a distinction that occasionally trips up catalogers relying on the issuer address. Roger Withington's engraving work on the Dickens portrait is among the finer intaglio pieces in late twentieth-century Bank of England production, retaining depth that offset-litho printing of the period rarely matched.
The embedded security thread reads "Bank of England £10" when held to light — an upgrade from the earlier plain thread that had proven easier to counterfeit in the 1980s.
