Issued to mark Ferdinand Marcos's January 1981 inauguration — his first formal one since declaring martial law in 1972, a ceremony staged largely to project legitimacy following the nominal "lifting" of martial law that same year. The timing was political theater: Marcos had ruled by decree for nearly a decade, and the inauguration was widely understood, domestically and abroad, as consolidating rather than restoring democratic form.
At just over twelve million printed, the run was modest for a commemorative issue in a country of fifty million. G&D's Leipzig facility handled production, consistent with the BSP's relationship with the printer across several series of this period.
