Egypt's Survey Authority — primarily a cartographic and geodetic agency — took on banknote printing as a secondary function, giving this series an unusual institutional pedigree. The arrangement was a cost-control measure, keeping production entirely domestic at a time when Egypt was managing the economic aftershocks of the Camp David period and the strain of severed Arab League ties following the 1979 peace treaty with Israel.
P#184 ran for nearly a decade under two signatories, spanning a significant turnover in Finance Ministry leadership. The long print run and low face value ensured heavy circulation, and worn survivors are far more common than clean ones.
