Egypt's Ministry of Finance — rather than the Central Bank — has historically issued the country's lower-denomination notes, a division of authority dating to the early twentieth century that persists into the present series. The Survey of Egypt, a government agency with cartographic and printing roots going back to 1822, has been the sole domestic printer of these small fiscal notes for decades, giving the state tight control over production costs and security on what are, in practice, the most heavily circulated denominations in everyday Egyptian commerce.
Mohi El-Din El-Ghareeb served as Minister of Finance during this issue window. P#187 runs across a multi-year span with no substantive design or security changes between printings.
