Rumänenkommando XI was a German military administration unit responsible for managing Romanian prisoners of war during the First World War. Camp scrip of this type — printed locally rather than supplied through central military channels — was issued to control purchasing within the camp economy and prevent German currency from circulating among or escaping with POWs. The Gebr. Saupe firm was a Strasbourg commercial printer with no particular specialization in security printing, which shows.
The red paper stock was a deliberate denomination marker, not decorative. At ten Pfennigs, this was the smallest unit in the series.
