Rumänenkommando XIII was a prisoner-of-war camp command operating in Strasbourg during the First World War, housing Romanian captives taken by the Central Powers. This 10 Pfennig piece is camp money — issued specifically for internal canteen or labor transactions, preventing prisoners from accumulating Reich currency that could fund escape attempts. The yellow cardboard stock was a deliberate choice: visually distinct, easily spotted outside the wire, and nearly impossible to pass in civilian commerce.
Romanian POW camp issues from German-administered Alsace are among the thinner areas of Lagergeld documentation. Many were destroyed or discarded after armistice.
