Eisenbahn-Hauptwerkstatt tokens of this type were issued by German state railway repair facilities as internal wage scrip — workers could redeem them at the workshop canteen or cooperative store, a practice that kept spending on-site and reduced the need for small-change coinage during the chronic coin shortages of the early Weimar period. Ratibor, now Racibórz in southern Poland, housed one of the major Prussian railway maintenance depots in Upper Silesia, a region whose postwar status remained legally unresolved until the 1921 plebiscite.

Iron composition was a direct consequence of wartime and postwar metal scarcity — brass and cupro-nickel had long since been diverted elsewhere.
