German notgeld tokens of this type proliferated during the acute small-change shortage of 1917–1921, when wartime metal requisitions and post-war economic instability made official coinage nearly impossible to keep in circulation. Individual butchers, bakers, and municipal businesses across the Rhineland issued their own denominated zinc and iron pieces to make change — Franz Bender's shop being one of hundreds of Cologne-area merchants who did so. The Hasselmann reference confirms this as a catalogued Cologne private issue rather than a municipal emergency piece.
