Kleve's 1921 Kleingeldscheine were a municipal response to the acute small-denomination coin shortage that gripped Germany in the early Weimar years — federal minting simply could not keep pace with demand, and hundreds of German towns printed their own low-value paper substitutes to keep retail commerce moving. The Stadt Cleve series was authorized under the mayoral signature of Bürgermeister Wulff, giving it quasi-official municipal standing rather than the purely commercial backing behind some contemporary private notgeld issues.
The DeNG catalogue reference places this within a documented Cleve series, but individual printings from this municipal run are infrequently offered, partly because such small-denomination pieces were heavily used and discarded rather than saved.
