Merzig-Wadern was one of the Saar districts placed under League of Nations administration following the Treaty of Versailles, leaving its local authorities in a jurisdictional grey zone — technically no longer fully German in governance, but not yet integrated into the Saar Territory's separate fiscal structure. The "Restkreis" designation marks this as a residual administrative unit, the portion of the original Kreis left outside the new boundaries, scrambling to maintain basic economic function with its own emergency small change.
Schaar & Dathe in Trier produced a large volume of Rhineland Notgeld during this period. The 1921 date places this squarely in the peak of Germany's small-denomination coinage shortage, before hyperinflation rendered such fractional values worthless within two years.
