Hamm's 1921 Kleingeldscheine series was a direct response to the acute small-coin shortage gripping German municipalities in the early Weimar period. Metal had been hoarded, melted, or simply worn out of circulation, and the Reichsbank could not supply subsidiary coinage fast enough to keep local commerce moving. Hundreds of German towns issued their own emergency fractions — Hamm among them.
These municipal 10-Pfennig notes were printed locally and intended for strictly short-term use within the city limits, redeemable once the coinage shortage eased. Few were saved deliberately.
